Starting from January 2024, a portion of joint auctions for the allocation of daily capacity is conducted on the European platform, Joint Allocation Platform (JAO). To ensure maximum data completeness and ease of analysis, the dataset combines indicators from the electronic auction platform "Ukrenergo" and the European platform JAO. Due to differences in data structures on these platforms, some data may be missing.

By February 24, 2022, two separate trade zones "Burshtyn TPP Island" and "Integrated Power System of Ukraine" existed because of the technical features of the Ukrainian energy system. In order to test the stability of the energy system in preparation for integration with ENTSO-E, the 24.02.2022 Ukrainian energy network was disconnected from the networks of all neighbouring countries (except Moldova), and the internal systems were synchronized. Since that moment, there is a single trading zone for the entire energy system of Ukraine. It should be noted that until February 24, indicators for Ukraine were calculated for the trade zone of the main part of the IPS of Ukraine, excluding the Burshtyn TPP Island.

Information on volumes of exported and imported electricity from / to the Integrated Power System (IPS) of Ukraine in hourly terms, indicating the energy system.

In connection with the termination of publication of NPC Ukrenergo data due to the martial law, the indicators of foreign electricity trade have been received from the public dashboard of the NEURC and the ENTSO-E platform since February 24, 2022.

Information on the volume and share of each energy source used for the production of electricity sold on the balancing market.

Information on changes in electricity tariffs for households occurred from 2012 to 2023. The tariffs were clarified by consumer group, location, and volume of electricity consumption.

In addition, if there is metering of electricity consumption for periods of time, consumer settlements are made at a fixed price using coefficients (at the consumer's choice):

1) by two-zone differentiation by periods:

• 0.5 fixed price from 11 pm to 7 am;
• full fixed price at other hours of the day.

2) by three-zone differentiation by periods:

• 1.5 fixed price from 8 am to 11 am and from 8 pm to 10 pm;

Customs warehouse - service of underground gas storages (UGS) operator, which enables companies to store gas in Ukrainian UGSs without paying any taxes or customs duties for 1095 days. 

Short-haul - service of transmission system operator, which enables customers to get discount on gas transmission between certain transborder entry and exit points. This service is available for transit only, without access to Ukrainian domestic market. At the same time it can be combined with the service of customs warehouse.

The dataset reflects the implementation status of the Energy Efficiency Fund's program "VidnovyDIM", which was launched in November 2022. The goal of this program is to fund construction work to restore residential buildings damaged due to the military aggression of the Russian Federation against Ukraine. The source of funding for the program is the funds of the European Union.

The file contains information about the program participant (housing cooperatives), including the name, location address, area, number of households, dates of application submission and joining the program, a list of construction works, as well as the project cost and the amount of the granted funds paid.

The register includes a list of power plants that produce electricity from alternative energy sources: solar radiation, water, wind, biomass, and biogas. For each generation facility, the register provides information about its owner, location (region), name, and details about the support scheme for production from RES (e.g., "green" tariff).

The register contains information about energy market participants, including the date of submission of the registration form, registration date, assigned ECRB code, name, legal form, region, EIC, BIC, LEI, VAT, EDRPOU/RNOKPP codes, website, web pages where insider information is disclosed, and the date of exclusion from the register. After the end of martial law, the address of the participant's location, settlement and zip code will also be available.

NEURC is the body responsible in Ukraine for registration of participants, assignment of the ECRB code and entry into the register.

Every business entity engaged in trading operations with wholesale energy products is required to register as a participant in the wholesale energy market.

Information on the volume of liquefied natural gas (LNG) imports by European countries indicating partner countries. LNG volumes are indicated in cubic units - cubic meters and energy units - terajoules.

The dataset contains essential information regarding the number and outcomes of application reviews, project costs, and the progress of restoration works.

The fund provides participants in the program with grants on a non-repayable basis, covering 100% of the material and labour costs, up to a maximum of 7.2 million UAH per building. These funds can be utilized by housing cooperatives for the repair or replacement of damaged windows and doors, roofs, facades, and engineering systems.

Information on the amount and level of radioactivity of the main harmful substances emissions in the environment as a result of the the nuclear power plants (NPPs) operation separately for each of the power units. The emission level is also shown as a percentage of the allowable emission standards.

A list of varieties of energy plants officially registered in the State Register of plant varieties suitable for dissemination in Ukraine. It includes information about the plant, such as crop group, botanical taxon, variety name, registration date, patent availability, recommendations for the cultivation zone, as well as information about the country of variety origin, variety owner, and applicant.

Energy plants are annual and perennial fast-growing forest or agricultural crops that can be used as biomass or for biofuel production.

With the introduction of the martial law, information on the allocated capacities of Ukrainian interconnection points has been designated as information with restricted access. Therefore, since mid-February 2022 data on Ukraine are not updated.

Following the introduction of martial law, information on volumes of physical transmission of natural gas through the Ukrainian GTS connection points has been designated as information with restricted access. Therefore, since mid-February 2022, the data do not include figures for Ukraine.

The file is formed from official messages of ministries, administrations, organizations and representative offices of Ukraine and partners.

Data on the application of planned stabilization electricity outages for households by the transmission system operator NPC Ukrenergo. The data covers outages that were introduced in all or most (more than 50%) regions of Ukraine. Starting from June 2024 the number of queues is taken into account (the greater the electricity deficit in the system, the more customer queues are limited simultaneously).

Information on the amount of the service cost to ensure an increase in the share of electricity production from alternative sources. The service covers the difference between the price of electricity at the "green" tariff and the price on the Day-Ahead Market (DAM) and is calculated according to paragraph 13 of the NEURC Resolution No. 641 of 26.04.2019. The service is provided by the Universal Service Suppliers (USS) to consumers and is compensated by the NPC "Ukrenergo".

The price index represents the ratio between the prices of a particular good or service in the reporting and base periods, expressed as a percentage. To determine the dynamics of change for this index in the reporting month, 100 percent is subtracted from the index.

The data set contains price indices with different base periods:

• Reporting month vs. previous month;
• Reporting month vs. December of the previous year;
• Reporting month vs. the corresponding month of the previous year;
• Reporting period vs. the corresponding period of the previous year (this index is calculated by summing the monthly indices from the beginning of the current year up to and including the reporting month, relative to the same period of the previous year).

Price indicators on the wholesale electricity market are formed on the basis of the weighted average prices of the UEEX LLC in relation to the delivery period, type of schedule, trading area and direction of the auctions. The file contains the results of electric power auctions.

Information on spot prices (day ahead and weekend) for natural gas in the largest European hubs. The data are given in terms of trading days.

The electricity imbalance is the difference, calculated for each period, between the actual amount of the electricity produced or consumed, imported, exported by the party responsible for the balance and the amount of electricity purchased and sold, registered according to the Market Rules.

The amount of total electricity imbalance is provided according to calculations made by the Settlements Administrator - NPC "Ukrenergo" according to the Market Rules.

Information on the balancing market results, which indicates the prices and amount of electricity buying and selling on auctions of the balancing market for upward and downward. The data are presented in hourly terms, indicating the trade zone.

The file contains information about the base load indexes, which were formed on the Bilateral Contracts Market (BCM) during the calendar month, quarter, half-year, the volume of trades and the cost of electricity sold.

Base load index (monthly / quarterly / half-year) – the average weighted price indicator calculated cumulatively, determined by dividing the total value of the sold electricity of the base load (without VAT) by the total volume of sold electricity, according to the period of supply, which covers the full calendar month, quarter, half-year, which is the next after the settlement.
