Data
NEURC registry of licensees is a list of economic entities that have been licensed to conduct economic activities in the field of energy, in particular:
- electricity and heat production;
- natural gas, oil, oil products and heat transportation;
- electricity and natural gas distribution;
- electricity, natural gas and heat supply;
- natural gas storage;
- trading activities implementation, etc.
The registry of licensees is formed and maintained by the NEURC and contains information on economic entities (name, type of economic activity, region, telephone number, e-mail address, website) and information on NEURC resolution on the issuance of a license.
Information on tax and non-tax revenues to the state budget from the energy sector of Ukraine. Among the main items of budget revenues: rent for the extraction and transportation of energy resources, excise tax on electricity and fuel, fees for fuel and energy resources, fees for the operation of gas distribution systems, fees for issuing licenses and special permits, contributions to regulation and others.
Information on the expenditures of the state budget of Ukraine directed to the implementation of programs and activities by the Ministry of Energy of Ukraine and the National Energy and Utilities Regulatory Commission (NEURC). Information on the statistical import and export of goods belonging to the group "27" of statistical classification, including coal, oil, oil products, gases, electricity and other products. The file contains information on the partner country, value and volume of foreign trade.
The purpose of the statistical import is an objective and reliable accounting of data on the import of goods across the customs border of Ukraine in accordance with international methodological requirements and recommendations. Statistical import data are formed according to customs declarations that complete the customs clearance of goods and contain the most complete and accurate information about goods, regardless of whether or not taxes were paid when importing such goods in accordance with the law. Statistical imports also include goods imported temporarily for a period of more than one year, for processing in the customs territory, in duty-free shops, etc.
Information on industrial turnover indices, which show short-term changes in the volume of sold products of mining and manufacturing. It is calculated as a weighted average of the respective individual turnover indices for each type of activity.
Data exclude the temporarily occupied territory of the AR of Crimea, the city of Sevastopol and a part of temporarily occupied territories in the Donetsk and Luhansk regions.
List of business entities engaged in activities in the fields of energy and utilities, the activities of which are regulated by the National Energy and Utilities Regulatory Commission (NEURC). The file includes the name of the entity, the number and list of valid licenses, as well as the region of the legal address.
Information on the price of electricity for households in the capitals of the European countries. The prices are indicated in foreign currency (euro cents) and are transferred at the official exchange rate of the hryvnia, established by the National Bank of Ukraine for the respective settlement period.

Information on the dynamics of the actual selling price of natural gas.
The actual selling price for natural gas produced in Ukraine since August 1, 2022 is the maximum value of the following:
- average weighted price of natural gas, defined in agreements with Naftogaz of Ukraine NJSC;
- average weighted price of natural gas, according to the results of the auctions on organized commodity markets;
- arithmetic mean price of the indicators published in the reports Argus European Natural Gas and ICIS European Spot Gas Market.
Until August 2022, the actual selling price of natural gas was considered to be the price defined in the relevant contracts of purchase and sale of natural gas between the rent-payer and the natural gas market entity, on which the Cabinet of Ministers of Ukraine has special responsibilities regarding the formation of the natural gas resource for households and producers of thermal energy.
According to the Tax Code, the actual selling price of natural gas is used to calculate rent for the use of subsoil for natural gas production.
Information about natural gas exchange rates on the intraday market of the Ukrainian Energy Exchange (UEE). In addition, the conditions of supply and the volume of trade on this trading day are indicated.

After the end of martial law, the address of the participant's location, settlement and zip code will also be available.
NEURC is the body responsible in Ukraine for registration of participants, assignment of the ECRB code and entry into the register.
Every business entity engaged in trading operations with wholesale energy products is required to register as a participant in the wholesale energy market.
Daily information on the allocated capacities of Ukrainian gas transmission system (GTS) broken down by types of interconnection points and types of capacities (yearly, quarterly, monthly, day-ahead, within-day).
With the introduction of the martial law, information on the allocated capacities of Ukrainian interconnection points has been designated as information with restricted access. Therefore, since mid-February 2022 data on Ukraine are not updated.

Consumers have the right to install generating plants for electricity production:

- other consumers (including energy cooperatives) - up to 150 kW of solar radiation energy and/or wind energy, biomass, biogas, hydropower, geothermal energy.

As of 2024, 6 DSOs operate according to the "COST+" methodology, the rest – using the Regulatory Asset Base (RAB regulation).

RAB regulation is a system of long-term tariff formation, the main purpose of which is to attract investment in the development and modernization of electrical networks and stimulate the efficiency of DSOs' costs. Such regulation helps to reduce the cost and shorten the period of connection to the power grids of new consumers, improve the quality of the distribution service to existing consumers and reduce the loss of electricity in the networks.
As of 2024, 26 DSOs operate using RAB regulation, the rest - according to the "COST+" method.
