• natural gas storage;
• trading activities implementation, etc.

The registry of licensees is formed and maintained by the NEURC and contains information on economic entities (name, type of economic activity, region, telephone number, e-mail address, website) and information on NEURC resolution on the issuance of a license.

Information on the statistical import and export of goods belonging to the group "27" of statistical classification, including coal, oil, oil products, gases, electricity and other products. The file contains information on the partner country, value and volume of foreign trade.

The purpose of the statistical import is an objective and reliable accounting of data on the import of goods across the customs border of Ukraine in accordance with international methodological requirements and recommendations. Statistical import data are formed according to customs declarations that complete the customs clearance of goods and contain the most complete and accurate information about goods, regardless of whether or not taxes were paid when importing such goods in accordance with the law. Statistical imports also include goods imported temporarily for a period of more than one year, for processing in the customs territory, in duty-free shops, etc.

Information on industrial turnover indices, which show short-term changes in the volume of sold products of mining and manufacturing. It is calculated as a weighted average of the respective individual turnover indices for each type of activity.

Data exclude the temporarily occupied territory of the AR of Crimea, the city of Sevastopol and a part of temporarily occupied territories in the Donetsk and Luhansk regions.

List of business entities engaged in activities in the fields of energy and utilities, the activities of which are regulated by the National Energy and Utilities Regulatory Commission (NEURC). The file includes the name of the entity, the number and list of valid licenses, as well as the region of the legal address.

Information on the price of electricity for households in the capitals of the European countries. The prices are indicated in foreign currency (euro cents) and are transferred at the official exchange rate of the hryvnia, established by the National Bank of Ukraine for the respective settlement period.

Information on the dynamics of the actual selling price of natural gas.

The actual selling price for natural gas produced in Ukraine since August 1, 2022 is the maximum value of the following:

• average weighted price of natural gas, defined in agreements with Naftogaz of Ukraine NJSC;
• average weighted price of natural gas, according to the results of the auctions on organized commodity markets;
• arithmetic mean price of the indicators published in the reports Argus European Natural Gas and ICIS European Spot Gas Market.

Until August 2022, the actual selling price of natural gas was considered to be the price defined in the relevant contracts of purchase and sale of natural gas between the rent-payer and the natural gas market entity, on which the Cabinet of Ministers of Ukraine has special responsibilities regarding the formation of the natural gas resource for households and producers of thermal energy.

According to the Tax Code, the actual selling price of natural gas is used to calculate rent for the use of subsoil for natural gas production.

Information about natural gas exchange rates on the intraday market of the Ukrainian Energy Exchange (UEE). In addition, the conditions of supply and the volume of trade on this trading day are indicated.

• other consumers (including energy cooperatives) - up to 150 kW of solar radiation energy and/or wind energy, biomass, biogas, hydropower, geothermal energy.

As of 2024, 6 DSOs operate according to the "COST+" methodology, the rest – using the Regulatory Asset Base (RAB regulation).

RAB regulation is a system of long-term tariff formation, the main purpose of which is to attract investment in the development and modernization of electrical networks and stimulate the efficiency of DSOs' costs. Such regulation helps to reduce the cost and shorten the period of connection to the power grids of new consumers, improve the quality of the distribution service to existing consumers and reduce the loss of electricity in the networks.

As of 2024, 26 DSOs operate using RAB regulation, the rest - according to the "COST+" method.

Information on tariffs for transmission services by trunk and interstate electrical networks established for the Transmission System Operator (TSO) NPC "Ukrenergo" by Regulator (NEURC).

NPC "Ukrenergo" as TSO provides transmission of electric power by trunk and interstate networks with a voltage of 110-750 kV from generation to the networks of Distribution System Operators (DSOs) with compliance with electricity and transmission quality criteria and it is responsible for the maintenance, reconstruction and development of the transmission system.

Information on the structure of tariffs for services of dispatch (operational and technological) control of the integrated power system (IPS) of Ukraine by the Transmission System Operator (TSO) NPC Ukrenergo. Key indicators are: cost components that are included in the tariff calculation and costs in the current tariff.

The corresponding quality standards for electricity supply came into force in 2018 in accordance with NEURC Resolution №375 of 12.06.2018 and were revised in 2021 in accordance with NEURC Resolution №1354 of 18.08.2021.

Results of electronic exchange trades conducted at the Ukrainian Energy Exchange (UEEX) in the direction of electricity. Key indicators include: information about auction participants, initial, minimum, maximum and average weighted price, formed as a result of trades, payment conditions of the resource, load type and other information received from bulletins (bulletin of the weighted average prices and exchange bulletin).

Since 31.12.2024, UEEX has stopped publishing auction bulletins for the sale of electricity and bulletins of weighted average prices.

According to the Resolution of NEURC № 642 of 26.04.2019, when determining the share of each energy source, the Market Operator does not take into account the resale volumes of the electricity purchased on the DAM and IDM.

The relevant quality standards for electricity supply came into force on 24.10.2018 under NEURC Resolution № 375 of 12.06.2018.

The UEEX conducts electronic exchange trading in coal products in accordance with the Order of the Ministry of Economic Development and Trade of Ukraine dated 19.06.2012 № 723.

Exchange quotations for coal products are defined as the weighted average price of all concluded agreements during all trade sessions and are displayed in the exchange information, which is posted on the official UEEX website for the trade items "energy coal" and "coking coal".

Information on the hourly power balance of the Integrated Power System (IPS) of Ukraine in terms of generation components: nuclear, cogeneration, renewable, thermal, hydroelectric, pumped storage power plants and volumes of electricity consumption. Electricity production by renewables takes into account the volumes of electricity produced by generating facilities of private households. Power consumption does not include pumping volumes of the PSPP. Interstate flows: EU, Moldova and up to 24.02.2022 Belarus and Russia.

Information on the capital invested in enterprises of extractive (extraction of natural gas, coal, oil, and other raw materials) and processing industries (production of coke and oil refining products), as well as in the supply of electricity, gas, and heat.



Capital investments include expenses for the acquisition or creation of assets: tangible (buildings and engineering structures, machinery and vehicles, equipment, land, etc.) and intangible (software and databases, copyright, patents, licenses, the right to use natural resources, etc.).

Information on receiving by the energy system of Ukraine of technical assistance with electricity from the EU countries. There is also information about cases when emergency assistance was provided by Ukraine.

Emergency assistance is an urgent supply of electricity from another country at the request of the system operator if internal reserves and means to avoid simultaneous shutdown of a large number of consumers have already been exhausted. It differs from imports in that it is an emergency measure to overcome an emergency situation and the need for it cannot be predicted in advance.

Ukraine has signed an agreement on multilateral emergency assistance with 15 system operators of the European energy association ENTSO-E. It allows Ukrenergo to seek help in unforeseen situations, such as Russian attacks on the company's energy infrastructure.

A product energy balance is a balance sheet of an individual energy product that shows the origin of the product (production, imports, diminished reserves) and the direction of its use (export, increase in reserves, cost of conversion, non-energy use, final energy consumption), measured in units that correspond to the energy product under consideration.

Product balances are formed for each energy product, regardless of its volume. They are considered as the main accounting tools for constructing the overall energy balance, and for generating high-order agglomerated data
