Information on the expenditures of the state budget of Ukraine directed to the implementation of programs and activities by the Ministry of Energy of Ukraine and the National Energy and Utilities Regulatory Commission (NEURC). All expenses are divided between the general (funds are intended for the implementation of general functions) and special (funds have a specific purpose) budget funds. Among the main items of expenditure: leadership and management in the energy sector, reform and development of the energy sector, restructuring of the coal industry, physical protection of facilities and others.

Information on the expenditures of the state budget of Ukraine directed to the implementation of programs and activities by the State Agency of Ukraine on Exclusion zone management. All expenses are divided between the general (funds are intended for the implementation of general functions) and special (funds have a specific purpose) budget funds. Among the main items of expenditure: maintaining an environmentally safe state in the Exclusion zone, radiological protection of the population and environmental rehabilitation of the territory, performing work in the field of radioactive waste management of the non-nuclear cycle, construction of the "Vector" complex and operation of its facilities, maintaining power units and the "Ukryttia" Object of Chornobyl NPP in a safe condition and its decommissioning, etc.

The register contains information about energy market participants, including the date of submission of the registration form, registration date, assigned ECRB code, name, legal form, region, EIC, BIC, LEI, VAT, EDRPOU/RNOKPP codes, website, web pages where insider information is disclosed, and the date of exclusion from the register. After the end of martial law, the address of the participant's location, settlement and zip code will also be available.

NEURC is the body responsible in Ukraine for registration of participants, assignment of the ECRB code and entry into the register.

Every business entity engaged in trading operations with wholesale energy products is required to register as a participant in the wholesale energy market.

NEURC registry of licensees is a list of economic entities that have been licensed to conduct economic activities in the field of energy, in particular:

• electricity and heat production;
• natural gas, oil, oil products and heat transportation;
• electricity and natural gas distribution;
• electricity, natural gas and heat supply;
• natural gas storage;
• trading activities implementation, etc.

The registry of licensees is formed and maintained by the NEURC and contains information on economic entities (name, type of economic activity, region, telephone number, e-mail address, website) and information on NEURC resolution on the issuance of a license.

Information on providing international partners with materials, equipment and financing to support and recover the Ukrainian energy infrastructure after the russian attacks. The file is formed from official messages of ministries, administrations, organizations and representative offices of Ukraine and partners.

Information on market participants who was given the status of "pre-default" or "default" in accordance with paragraphs 1.7.1 and 1.7.4 of the Market Rules, approved by the NEURC Resolution of 14.03.2018 № 307.

If the status of "pre-default" lasts for more than two working days, the market participant becomes "default". The loss of the status of "default" occurs after the termination of the agreement on imbalance settlement concluded between the market participant and the Transmission System Operator (TSO).

Information on the average price (including all taxes and levies) for natural gas for household and non-household consumers in Ukraine and other European countries. Prices are differentiated depending on the annual consumption of natural gas and are presented separately in heat units (euro/GJ) and in units of energy (euro/kWh).

Information on the average price (including all taxes and levies) for electricity for household and non-household consumers in Ukraine and other European countries. Prices are differentiated depending on annual electricity consumption.

Information of sales volume of industrial products of the mining and processing industry, as well as electricity, gas and steam supply. Starting from 2022, the data is detailed by the volumes of product sales separately within and outside the country.

Information on industrial turnover indices, which show short-term changes in the volume of sold products of mining and manufacturing. It is calculated as a weighted average of the respective individual turnover indices for each type of activity.

Data exclude the temporarily occupied territory of the AR of Crimea, the city of Sevastopol and a part of temporarily occupied territories in the Donetsk and Luhansk regions.

List of business entities engaged in activities in the fields of energy and utilities, the activities of which are regulated by the National Energy and Utilities Regulatory Commission (NEURC). The file includes the name of the entity, the number and list of valid licenses, as well as the region of the legal address.

Information about natural gas exchange rates on the intraday market of the Ukrainian Energy Exchange (UEE). In addition, the conditions of supply and the volume of trade on this trading day are indicated.

Information on marginal purchase and sale price of natural gas by transmission system operator. Such prices are used for calculating payments for positive and negative imbalances of TSO customer. Basis for calculating marginal sale and purchase prices are prices, for which transmission system operator purchased and sold natural gas on a given gas day.

Information on the weighted average price for natural gas as of given date based on the results of trading at UEEX. Prices include VAT.

On the UEEX website, from July 1, 2022, prices will be published without VAT (until the specified date, prices will be published with VAT included). In the file, prices are calculated and include VAT.

Information on the amount of cross-border physical flows of electricity between the Integrated Energy System (IPS) of Ukraine and the energy systems of neighbouring countries: Moldova, Slovakia, Hungary, Romania, as well as the Russian Federation and Belarus (up to 24.02.2022) per unit of market time.

LLC "Ukrainian Energy Exchange" is a centralized trading platform for the purchase and sale of electricity under bilateral contracts. Price indicators on the wholesale electricity market are formed on the basis of the weighted average prices of the UEEX LLC in relation to the delivery period, type of schedule, trading area and direction of the auctions. The file contains the results of electric power auctions.

Information about restoration projects in the energy and extraction sectors registered in the Digital Restoration Ecosystem for Accountable Management (DREAM). DREAM is a state electronic ecosystem that provides a unified digital pathway for all stages from damage documentation to putting completed facilities into operation. This platform simplifies the management and implementation of restoration projects, ensuring transparency and efficiency at various levels - national, regional, and local.

The dataset includes key characteristics of each project, such as description, implementation status, initiator, budget, geographical location, and other parameters, enabling analysis and monitoring of recovery efforts.

Daily information on the volumes of transmission of natural gas in/from Ukrainian gas transmission system (GTS) in short-haul and/or customs warehouse regimes. 

Customs warehouse - service of underground gas storages (UGS) operator, which enables companies to store gas in Ukrainian UGSs without paying any taxes or customs duties for 1095 days. 

Short-haul - service of transmission system operator, which enables customers to get discount on gas transmission between certain transborder entry and exit points. This service is available for transit only, without access to Ukrainian domestic market. At the same time it can be combined with the service of customs warehouse.

Information on the amount of the service cost to ensure an increase in the share of electricity production from alternative sources. The service covers the difference between the price of electricity at the "green" tariff and the price on the Day-Ahead Market (DAM) and is calculated according to paragraph 13 of the NEURC Resolution No. 641 of 26.04.2019. The service is provided by the Universal Service Suppliers (USS) to consumers and is compensated by the NPC "Ukrenergo".

Information on the price of natural gas for households in the capitals of the European countries. The prices are indicated in foreign currency (euro cents) and are transferred at the official exchange rate of the hryvnia, established by the National Bank of Ukraine for the respective settlement period.
