The dataset reflects the implementation status of the Energy Efficiency Fund's program "VidnovyDIM", which was launched in November 2022. The goal of this program is to fund construction work to restore residential buildings damaged due to the military aggression of the Russian Federation against Ukraine. The source of funding for the program is the funds of the European Union.

Among the recovery projects are the construction of public buildings and shelters, the reconstruction and repair of critical infrastructure objects, housing for internally displaced persons and those who lost it due to hostilities, etc. Funds are allocated to regions and territorial communities classified as recovery areas:
- where military actions took place;
- which were temporarily occupied;
- that suffered destruction of critical and social infrastructure objects, residential buildings;
- experiencing a significant deterioration in socio-economic development and significant population displacement.
