DiXi Group Analytical Center offers its vision of the approach to maintaining access to data in the energy sector during the martial law with minimization of security risks from their publication. The research analyzed the data collected on the Energy Map portal as of 01.01.2023. The analysis was carried out between October 2022 and February 2023.


The research analyzes the legislation (including European) in terms of Ukraine's obligations to open data in the energy sector, as well as the grounds for closing access to information during the war. Collected cases of inappropriate data closure and attempts of data owners to restore their publication.


After examining 258 primary sources of data from 23 data owners, DiXi Group analysts came to the conclusion that after more than a year of war, a "categorical" approach to restricting access to information is more likely to harm the sector and stakeholders, and the publication of 93% of closed energy data can be restored, sometimes with insignificant adjustments to their structure or detail. Thus, even in such a difficult wartime, it is possible to strike a balance between national security and public interest.
